Policy evaluation and institutional impact assessment
← Governance & Institutional Design
Policies accumulate. Few of them are checked against the result they were written for. Years later the organization is still paying the cost of a rule that solved a problem it no longer has.
We test a policy the way an operator would: what changed, who bears the cost, and what evidence would justify keeping it. The point is to retire or repair a rule before it becomes furniture.
This is the same work we do with organizations in Michigan, Illinois, and Ohio.
What the work includes
- Define evaluation questions, indicators, and baselines
- Assess policy and institutional options with evidence packs
- Identify unintended effects and equity/operational risks
- Recommend adjustments with monitoring plans
What should be different afterward
- Decisions backed by measurable indicators
- Early detection of policy failure modes
- Clearer reporting to boards and stakeholders
